Cemetery Maintenance District

 

What is the issue being voted on regarding the cemetery?

There has been considerable confusion and misunderstanding regarding the vote being taken in November establishing the North Logan Cemetery Maintenance District.

 

Following are some points to clarify why the issue is on the November ballot: 

             

·        The vote IS NOT to decide if North Logan should or should not have a cemetery.

The North Logan City Council has already begun purchasing land for the cemetery.  One of the conditions for purchasing the land at a discounted price was that the land would someday be developed as a cemetery.  Portions of the property not now constructed as a cemetery could be developed as a park until more land is needed for the cemetery.

 

·        The vote IS NOT to decide among possible locations for the cemetery.

Many possible sights for a cemetery were already considered by the City Council.  Some sites were turned down because of high water table, others because of their proximity to existing residential areas, and others were turned down because of price or unavailability of the land.  The site for the cemetery has already been set by the City Council.

 

 

·        The vote IS to decide how the development and operation of the cemetery should be financed.

The typical way for funding a cemetery is through a dedicated property tax in a cemetery maintenance district.  This method is established and regulated by state law. 

The purchase of the land for the cemetery thus far has been done by using money from the general fund.  That fund has been supplemented by establishing an energy sales and use tax.  That funding source could be eliminated once all the land is purchased.  With a cemetery maintenance district, the funds for developing and operating the cemetery would come from the dedicated cemetery funds established for that purpose.
